AI training for town clerks

Alone or nearly so to keep everything running, you go from a resolution to an order, then to the budget and the front desk. AI prepares a first draft, finds a passage in a circular, and lays out the newsletter. It doesn’t state the law: you check, the mayor signs.

Mistral Vibe for town clerks: draft a resolution, step by step

What to check

An assistant sometimes makes up a legal provision: check every citation on Légifrance or in the prefecture’s template. A resolution that concerns a person (employee, tenant, aid recipient) is prepared without their name in the assistant.

Draft a resolutionMistral Vibe · “Canvas”
  1. Gather what was decided in committee: the subject, the amounts, the dates, and the laws cited in the template from the prefecture or your mayors’ association.
  2. On chat.mistral.ai, type /canvas in the input field: a document will open next to the conversation. Paste the prompt below, filled in.
  3. Correct the draft by hand in the document, or ask for an edit: “add an article on entering the funds in the budget.”
  4. Check every citation on Légifrance (the official French legal database), copy the text into your template, and leave the votes blank until the meeting.

The prompt to copy

You are helping me draft a resolution for the town council of a town of [number] residents. Subject: [for example setting the community hall rental rates starting January 1, applying for a grant to renovate the school]. Here is what was decided in committee: [amounts, dates, funding plan]. Here are the laws to cite: [references I give you]. Write, in order: the mayor’s statement in five lines, the citations, the recitals, then “After deliberation, the town council resolves:” followed by numbered articles. Do not make up any legal reference: where a citation seems to be missing, write [reference to check]. Leave blank the number of voters, the votes for, the votes against, and the abstentions.

Ground rules

The rules to follow with AI in this job

Always do this

  • Professional discretion and GDPR: no name of a resident or an employee, no vital record, no voter roll, no social assistance or planning file in a consumer assistant.
  • The assistant doesn’t state the law. Every citation, every article, every deadline is checked on Légifrance, with the prefecture, or with your centre de gestion.
  • The council deliberates and the mayor signs: a draft prepared by an assistant is reread line by line, votes and amounts included.
  • Before using a new tool with the town’s documents, talk to the mayor and the data protection officer.

Never hand this to AI

  • Giving it a vital record, a register, a voter roll, or a file from the municipal social services center.
  • Asking it whether a resolution or an order is legal: that is the job of the legality review and the town’s legal counsel.
  • Reusing a budget figure or a vote result that came out of an assistant without recounting it.
